يلاحظ المراقبون للشأن الخليجي أن آليات العمل السياسي والأداء الإعلامي في حصار قطر أصبحت تتطور تلقائيا (شأنها شأن كل فعل عدائي)، كما تتطور بالتخطيط الإستراتيجي (شأنها شأن كل فعل سياسي) في اتجاه واحد فقط هو إطالة أمد النزاع دون استشراف واضح لنتيجة مضمونة.

ومن المعروف أن هذا النموذج من نماذج إدارة الصراع يندرج تحت ما قد يصفه ببلاغة ذلك التعبير المختصر المعروف في قولهم: لعل وعسى! وهو تعبير طريف يعبر عن الأمل في تحقق أمنية بعيدة الترجي، بناءً على احتمال ضعيف الحدوث.

وذلك مع أن المؤشرات تعكس ضعف تأرجحية الاحتمالية التي يُمني بها أصحاب الأمل المحاصِرون أنفسَهم، لأنهم يرون الاعتراف بالواقعية غير مفيد لا لصورتهم السيادية الكلية، ولا لمحوريتهم في علاقاتهم الجديدة والمستقبلية.

No es que los hombres recuerden más o menos a sus amantes por el hecho de ser hombres. Tampoco las mujeres tienen esa capacidad por ser hembras.  En ambos casos, para que podamos recordar a cualquier nuevo amante, será mejor que repitamos como pareja. Necesitamos darle importancia en nuestra larga lista de aventuras para que, con el paso de los años, sigamos acordándonos de aquel con el que hicimos aquello.
